CCA is a national organization legally registered to protect consumers' interests by means of supervision of commodities and services.
The aim of CCA is to supervise commodities and services; to protect consumers' rights and interests; to provide reasonable and scientific guidance on consumers' activities; to promote a healthy development of the socialist market economy.
CCA is funded by Government subvention and social donations.
The CCA Council is the leading organizations. Its members are chosen by the government departments, social organizations, press circles, consumers' associations or committees of provinces, autonomous regions, municipalities directly under the Central Government and sub-provincial towns and consumer representatives. The Council holds a plenary session annually. When the Council Secretary-general and vice secretaries-general of CCA are responsible through a standing body, for the overall administration and accountable to CCA 's president.
According to the Law of Protection of Consumers' rights and interests f the Peoples 's Republic of China, CCA and local consumers' associations ¡¤
1. to provide consumer information and consultant services;
2. to participate in the supervision and inspection of commodities and services together with relevant administrative government departments;
3. to report, consult and make advice to relevant administrative departments on affairs of consumers' interests ;
4. to receive , inspect and mediate the complaints of consumers;
5. to require appraisal department to appraise the quality of commodities and/or services in case the complaint refers to the quality of commodities and/or services. The appraisal department is responsible to notify the result;
6. to support the infringed consumers in making lawsuits on violations of consumers' interests;
7. to expose and criticize the activities of violating consumers' interests by means of mass-media.
CCA was inaugurated on 26 December 1984 approved by the state Council. There are 3222 consumers' associations at or above county's level in China so far, among which 31 are of provinces, autonomous regions and municipalities directly under the Central Government. They have established branches in villages, small towns and urban districts .All kinds of grass-roots network organizations, such as supervision points and contact points in village committees, neighborhood committees, have amounted to 156,000.More than 100,000 compulsory supervisors and volunteers are working for the safeguard of consumers' rights.
With assistance of CCA, The Law of Protection of Consumers' Rights and interests of the People 's CONGRESSON 31st October 1993,and put into effect on 1 Jan, 1994. It marked that the protection of Chinese consumers' interests has already put on the right course. At present, The Law has become one of the best-known Laws in China.
20 provinces, autonomous regions, municipalities directly under the Central Government, and many cities directly under the Provincial Government in Beijing, Shanghai and Guangdong etc. have promulgated the implementing decrees in the light of their specific conditions.
As the consumer representative, CCA has taken an active part in enacting and revising a dozen of consumer-related laws; decrees and standards .CCA plays a positive role in keeping government agencies informed of condition of the people and legislation perfection.
By the end of 2001,CCA and local associations have accepted 6,126,791 cases of consumer complaint all over the country, and 96% of the cases have been settled .The Consumers' losses of about 36.7 billion yuan has been retrieved.
Annually on 15 March of 1986, together with other consumers' associations in China, CCA has arranged various activities, such as street propaganda, exhibitions, symposiums and knowledge contests to celebrate the World Consumer Rights Day.
Since 1997,CCA has launched all-round and thorough Annual Theme movement every year, with all consumers' association in the country, which enjoys immense popular support in China.
To educate consumers of different ages and different ages and different professions in accordance with their characteristics, many consumers' association introduce systematic and time-concentrated education programs in local kindergartens, schools, factories, shopping centers, government agencies and rural areas, some of which are even brought into normal education programs.
With reference to current comparative product test practices of consumer organization in international community, CCA has independently organized and guided local consumers' associations to make comparative product tests on hundreds of kinds, thousands of brand of consumer goods hundreds of times. The principle of comparative product test is to be close to daily life and a guide to consumers .It wins praise and trust from numerous consumers .The result of a comparative test is to be published every month to provide consumer information.
CCA starts to release cautions for consumers to the society about hidden dangers and traps in consuming involving personal and property safety to warn consumers of any harm brought by dangerous ways of consuming. Up to now, consumers' associations at all levels in China have released more than 10,000 cautions for consumers, which has achieved remarkable success and facilitated the solution of great hidden-dangerous problems.
CCA established China Consumers magazine and CCA.ORG.CN website. The two authoritative media are effective ways to provide consumer information and advice service.
China Consumers Monthly starts publication in 1994 with no-advertisement principle. It starts special columns of comparative product test, authoritative testing, special investigation and caution for consumers, which reply to inquiry and difficult questions of consumers.
In 2000 CCA start to operate CCA website underpinned by local consumers' association, which provides consumers an all-day, transregional, standard advice service on line in a convenient and prompt way.
Consumers international showed great interest in CCA since its birth and recruited CCA as a full member of CI on September 1987.CCA has dispatched delegations to participate workshops, symposiums and training courses in the United States, Germany and Japan etc, while receiving delegates of consumer organizations from former soviet Union, Swiss, and Australian etc .Up to now, CCA have established relations with consumers organizations in a dozen of regions and countries to exchange experiences on consumer protection and seek cooperation opportunities with consumer organizations and special agencies in international community .
